Customers are not clicking the ‘Request a Quote’ link

We only have two shipping options:
Custom Shipping Quote,
Customer Collection
So most Customers select the 1st radio button, but do not notice/recognise/click the ‘Request a Shipping Quote’, so go on to create the order, and pay for it …. thus bypassing our quote process.

Is there a way to enforce or warn about this?
Can it be done on the Checkout page (rather than Basket page) and therefore use the Customer’s address, rather than the separate address in the quote dialog?

PS – If it makes the above easier – we could remove the Customer Collection option.
